SILVERADO COMMUNITY SERVICES DISTRICT(SCSD)
The Silverado Community Services District was created on January 10, 1967, by the Napa County Board of Supervisors (BOS), after receiving approval from Silverado residents through a certified election, establishing the Silverado Community Services District (SCSD).
The BOS governs the SCSD, sitting as its Board of Directors (BOD), and meets quarterly. The County’s Public Works Department administers the SCSD, providing residents with urban-type services such as street lighting, landscaping of the District’s traffic islands, sidewalk maintenance, and street sweeping. A Public Works representative is present and active at the SPOA/SCSD quarterly meetings and manages the day-to-day District business, including overseeing contractors providing District services, managing the SCSD budget, and communicating with residents.
The SCSD is funded by a special tax levied on parcels within the SCSD that appears on your County tax bill.
On October 7, 1975, the BOD established the SCSD Advisory Committee for SCSD residents to provide input and recommendations to the BOD concerning the SCSD annual budget, extent and quality of services provided, special tax assessment increases, and other issues. By arrangement with the County, the directors elected to serve SPOA also serve as the Advisory Committee that consists of 17 members and up to 17 alternates, meeting quarterly throughout the year.
SPOA representatives do not receive any compensation or other benefit (except your appreciation) for serving on the Board or the Advisory Committee or for all the oversight time spent to carry out the functions of SPOA and the services of the District.
